This is Issei Sagawa, a monster in the truest sense of the word.  His whole life he longed to eat human flesh, and in 1981 when he took the life of Renee Hartevelt, he finally got his sick wish.

Someone has attempted to translate a book written by Sagawa about his killing of Renee, you can read what has been translated thus far here (warning, this is pretty graphic stuff).
